A former Gillette psychologist who sexually assaulted two patients received a significantly stiffer sentence than outlined in a plea agreement. District Judge Thomas W. Rumpke gave Joshua Ray Popkin, 32, two consecutive three-to-five year sentences, while the prosecution and the defense had each recommended a 365-day split sentence to be served in jail and 10 years of probation, which could be transferred to New York.
